Jack occasionally confuses special ops with photo ops
Leading to that time that the head of Homeworld Security showed up for an event in the Rose Garden wearing black from head to toe, including black makeup all over his face, and carrying a sniper rifle. Fortunately Walter Harriman can talk fast when he has to, the President's Secret Service detail knows Jack and like him, and so does POTUS.
"He's not like other people," explained Walter.
"Roger. It seems to be why the Boss values him," replied Agent Higgins. "We've confiscated the rifle, and we'll be sending it back to the Pentagon. Agent Wilkerson is overseeing a good face washing, and oh!... Nevermind. The Class A's just arrived. Thank you."
Admittedly, the POTUS was suspicious that Jack had done it deliberately, in hopes of getting out of future photo ops. General O'Neill's nonexistent fondness for fancy dress events was a well-known fact in Washington circles. When the rifle was subsequently discovered to have been a stage prop, the President called him up personally and promised dire retribution if anything of the sort happened again. She had to admit to herself, though, as she replaced the red phone in its cradle: O'Neill was a pain in the ass, but he did look good in black.
Of course, there was also that incident in Beijing, when Jack and his team had successfully strolled right past a checkpoint by pretending to be travel journalists looking for the best place for a photo shoot.
